That's actually somewhat real. You raised a lot of soldiers for wars, then come the peace time. Now you have a lot of unnecessary standing armies, so you dismiss a lot of them. Some of them don't know how to live outside the battlefield, so they turned to banditry. This is also why Toyotomi Hideyoshi initiated a sword hunt, thought the main reason is to prevent rebellion.
