Its a tired trope but I'm going to give the author this one. They put in the ground work.

• We have had plenty of build up as we've seen his grades start to fall due to being distracted.
• They confessed their feelings - there is progress.
• Japanese tests are no joke. Bro is 100% acknowledging "if we start dating before exams I am going to be too busy with making out to study and fuck my life" (source: I was a teenager for almost 10 years. AMA.) Whether we want it to be or not, this is a 100% legitimate reason for them to put off advancing their relationship.
• this gives them a hurdle to overcome as a couple.

now we can be less happy that they seem to only believe the two choices are "Scholar Hermit-monk" and "Scumbag Steve" (KISS HER BACK YOU FUCKING SHRIVELDICK) but....

People freaking out for no reason, this is a legitimate reason. Akkun was literally telling her how he was afraid of failing exams. What, would you prefer them go out now, him failing exams and then they break up? Alternatively they go out and Akkun doesn't pay her аny attention because he's busy, also not great.

This is actually a pretty responsible and realistic situation. Also, say what you will, but they're defacto dating already, just on pause.
Compare this to an even more annoying trope of confession not getting across or being brushed off. Like come on, you've read manga before, this is still an absolute win and it didn't take 100 chaptes.

It's guaranteed to be used so the other dude, Hirano, has more opportunities to interject with them not technically dating. That's the main issue. These delays are nearly always used for annoying plot points rather than something sensible like you're describing. Leaving this wiggle room provides opportunity for misunderstandings and other nonsense that would not be possible if both of them could just say they're already dating someone.
