But is Rosemary really of higher ranking?

I mean, she is the 7th Princess, which means she is quite low in the line of succession (if there is any), and her primary role is that of a Commander of a Special Corp, which i think should be lower in position than Gace who is a Minister of Military Affairs.

I mean, there are many other series were we have seen members of royalty of lower ranking being not fairly treated by nobles who are of somewhat higher status.
