she was reading the notepad with what he wants to do as a couple at the end of chapter 22 and following it by the letter, it's even mentioned in the chapter 23 itself. She doesn't love him romantically she's following his idea of couple and trying to fulfill it.

I feel like this is actually super important that he did this and will be a huge reveal into her psyche because of this.
