It's unclear. On one hand, if that were the case, there'd be no point of them even talking to him, just script in behaviour as needed. You know that's what they'd do, since they've already shown they don't care one bit about his opinions or agency. On the other, they can manipulate his memories, so the whole thing is just inconsistent.These last few chapters are basically saying that MC and every character we have met so far, up to even the gods, has exactly zero agency in their own thoughts and actions. They are basically scripted characters in a game of The Sims by these higher-level administrators, thus removing any and all sense of verisimilitude. Nothing they do or think actually matters because it was preprogrammed into them.
They're giving him a false choice because the administrators gave him just enough leeway to choose from a variety of pre-determined personal hells, to give the audience a surprise and increase viewership. From there, the administrators hotfix all the appropriate thoughts, actions, scripts, and personalities to fit what the audience wants. It's basically a livestream where the audience votes on how to torture the Sim, and the streamer sets it up.It's unclear.
