According to the tropes of magical girl series she is probably possessed by the spirit of the leader that she defeated. Although I've also read some really shit magical girl ones like one where the leader just abandoned everyone because they just felt like it and everyone thought they were dead for 10 years and then when they came back everyone just immediately forgave them.

That villain kinda looks like Capitano from Genshin, that chad can't rest even on deserved pension. Looked at raws up to ch.11 and well, it's ok and bad at the same time. It's funny and hot but goes nowhere aka a typical ecchi(more so censored in magazines, unless it's a later tankoubon release). Korean pronhwa lately had a few titles with mature magical girls like Magic-Girl Service / Saving My Magical Girl / Magical Girl Wife, the first one is fire.
