He’s not indecisive. He’s just extremely oblivious to Nikaido’s feelings. He clearly loves and wants to be with Kaede and we’ve seen him solidify his resolve several times now. I truly believe that he only has platonic feelings towards Nikaido.

What we are witnessing is the losing Heroine refusing to accept reality and move on. I get it, they are high schoolers and whatever, but it’s bordering on delusional at this point. If Nikaido truly loves Yuya, she would let him go. Her realizing that she fucked around for too long and Kaede acted first and won should have been the start of her moving on. But this is ridiculous, pathetic, and goes against the character that the author made us think she had.
