Oh this chapter was hilarious and I was laughing the whole time, even if Justus's eyes aren't quite as eccentric as other versions. Myne carting around that giant loaf is truly adorable

Justus's first line on page 13 feels a little awkward in context. The way it's currently written it sounds like he often sees like bindings like that ("not unusual" = "usual") but that doesn't exactly logically support him thinking it's a book magic. Shouldn't it be "That would be unusual even in my house" or similar?

It's because the way commoners talking is very different to the nobles. Once Eckhart is talking, their cover might got blown up. Noble usually use euphemism in their daily life, while commoners use slang language

Adult nobles can go anywhere they want, only children are restricted to the noble quarter. Provincial nobles live closer to commoners so they have no such restriction.

In general nobles choose to not go to lower city because it stinks to high heaven. They also need to maintain a show of authority, as travelling to the merchants to purchase stuffs would look like debasing themselves in front of commoners.

That was my first thought too, but logically it shouldn't directly make him think it was a book of magic unless it would look out of place even in a high-ranking noble's library.

Magic books are a rare subject matter are they not? Ferdi kept all the books on magic in the temple locked away but even the space Myne had reserved for them was only one shelf out of many. There had to be some standout quality about the book in the case that immediate made Justus think of magic, versus all the other types of books it could have been.

In the first place, it's just the books he took with him to the temple. I'm guessing, for the magic books, it's whatever was relevant to whatever he was researching at the time. The bulk of his collection is still at his estate. If you count study guides as books, I doubt books about magic are rare. (Compared to other books, I mean. Books in general are rare.) There are also the research notes of professors like Hirshur.

And yes, the book's cover was fancy enough to belong in an archnoble estate. That means that the topic being magic was possible, and if so, the book had to be removed from the commoner's hands. If the cash he had on hand wasn't enough, Justus would have made an effort to get the book later (don't know if that means come back with more money or murder the poor merchant...) that he might not have made if it was just a history book.
