Sylvia isn't wrong that spies are required to collect critical information and not to analyze and direct the country's next move on certain matters but she missed on stating that spies should conduct counter intelligence against the enemy as well.

Churchill did it when converted German spies and I'm pretty sure that's the CIA's modus operandi in their dealings with hostile countries since their existence.

There are specialized counterintelligence agencies for that. The manga's SSS is just that.

That's only for countering WISE. What I meant with spies doing counterintelligence is manipulating enemy information so they won't be able to see what's coming for them.

Perfect example to what Churchill did to german spies, put them in his payroll and fed the Germans misinformation. Pretty sure the CIA and the KGB did the same thing in the cold war and look at the mess the US and middle east is in today.
