Both more realistic and less then logical. The system feels more like a bureaucracy put in place by the demons to weaken humanities nations and their heroes. Not only would it allow them to build an extensive file on a given hero's capabilities and weaknesses. It would also allow them the chance to corrupt and or recruit heroic prospects by assigning them demonic agents, cultists, or sympathizers.

True not everyone would be in the demon's pockets, but enough so that demon infiltrators can near freely scout and raid even remote villages on the far side of human the continent

Nah.. i don't think any of those apply here, simply the author decided to get away from the rancid "one dime a dozen" trope of overpowered isekai mangas where the heroes are akin to gods and literally they only need to sneeze to kill the enemies and problem resolved. Otherwise despite having pretty good art, many people, myself included, would ignore this manga, only to come time to time to goon and totally ignore the plot.

I like the way its going. Making the demon army aactually dangerous. I want them to be very dangerous so much so that it all looks hopeless. Add more tragedy part. The heroes are so powerless against the demon king that they've struggled 110+ years without any result.
These high stakes are what made stories like Yuusha Ga Shinda, Patchwork hero etc stories so much enjoyable.
