And oh boy, she still miscalculated something at the end.......She kind of had a reason.
As mentioned by others, she's the Demon Lord and at level 800 (so even if Sain tried to brainwash her it wouldn't have worked since it doesn't effect anyone higher level than him). Thing is, as long as the Demon Lord lives, there will always be a Hero. And that hero will possess the capacity to learn and use an ability that will temporarily lower her by one level every second. As long as the Hero is able to hold out for a few minutes, he can turn her into a weak joke that even a brand new adventurer from a starter town could easily kill. And as I said, there will always be a Hero if there's a Demon Lord, so if she kills the Hero then someone else will gain that power, only she won't know who or where. If she kills Sain, she'll have to desperately search while the Hero grows stronger every day, and by the time she finds them they may be completely unstoppable.
So she had a few choices. First, she could kill Sain the moment she met him when he was still a weak kid, but this would just give her a new threat to hunt down. Second, she could show off her power and force him into slavery, potentially leading to deep-seated hate and eventual rebellion from the one person whose very nature has the power to nerf her. She went with the third option: corrupt him, erase any desire for justice in him, and turn herself into a partner or possession that he could never lose or allow to be damaged. This way, he'd be weaker than he could be otherwise, and he'd be easy to manipulate.
Also, she seduced Toru because she saw that Sain's most basic darkness was jealousy, and his worst lust was netori, the desire to take what "belongs" to another. Thus, by becoming Toru's girl and fiance, she ensured that Sain would burn with desire and envy and seek to take her, making it far easier to get him to not only embrace a relationship with her but get him to do so in a way that would encourage corruption, narcissism, greed, etc. And sure enough, once he'd taken Lisa and gained the power to take who he wants regardless of their will, he was quick to take everyone else Toru had just for the fun of it and dive off the deep end with enthusiasm.
Honestly, the whole thing was rather clever and well thought out.
By indirectly creating a greater Hero than Sein, like Toru
