Oscar. There is no competition.

Leon was abused as a child and is not right in the head. He has a hyper-fixation on the concept of family and a constant purity complex going on, and wants to be punished whenever he fails to do his duties due to his childhood abuse. Despite this he tries to protect who he sees as his family, and the entire "let's force people to eat aliens" was the idea of his commander, AKA the head of the family. He wept for people who died during the process. He actually cares, and all of his "malice" is either understandable from trauma, or forced upon him by the difficult situation humanity finds itself in.

Oscar is just a lowlife scumbag rapist who has no qualms killing defenseless and innocent people for his convenience and amusement. Just this chapter he was going to murder a child via inaction, and only did not do so because he feared the would be justifiably executed.

Oscar is grade S scum. There is no competition.

They really want to emphasize that Leon thinks Bob is dead. Genuinely curious what the mangaka has planned when a mentally reformed Leon catches up to John and finds out.

Edit: then again I don't see a helmet with Bob's scar in the later panels so maybe I'm wrong
