This looks like high school uniform, Akira and Nana were classmates, and Akira didn't skip a year to my knowledge, so it is unlikely to be Nana. Also because Akira didn't react to her specifically, I would expect she would recognise her if it was Nana.
But I do think she'll have some relevance in the next chapter, I expect her to be Shouji's girlfriend

I wonder if some of the people on page 12 (and maybe 13) are references? One of them on pg12 has Raden's hair which normally I wouldn't think necessarily notable, but a few of the other people somehow also give me the feel they're referencing stuff with how they're drawn. Except they could just be drawn with more details because of the context of the scene.

Given how girlie Akira is right now, I can see Shouji making a mistake, and assuming that Aoi with her tomboy behavior is Akira, and not the petite pretty girl by her side. The foot bath does seem to be an important step in Akira's acceptance of her condition, though she stubbornly keeps using Ore.
