This kind of narrative nonsense is bog-standard for stories like this. Don't forget that manga like this are based on LNs, which are (usually, but not always) based on Web Novels, which are (usually, but not always) written by complete amateurs. The LN versions have been significantly edited with the help of professionals, but any core narrative issues from the original web novel version are usually still in the LN, and they get carried over to adaptations.

The amateur who wrote this story clearly has no interest in pursuing the trafficking issue as the serious high-level crime that it is. MC-kun has practically not even acknowledged it. Even if he hates Hanabi, the nature of his character is such that one would expect him to get the police involved or do something else to at least acknowledge that what she got was WAY more than what she deserved.

Getting bullied or made fun of is nowhere in the same realm as being sex-trafficked to strange old men as a teenager, MC-kun Souma will be fine, Hanabi is going to be deeply traumatized for likely most of her life.

Letting the victim decide whether to pursue rape charges only applies to one-off rapes from someone they know or had a relationship with - when you're dealing with a repeat criminal offender/sex-trafficker, it's a moral responsibility for third-parties to get the police involved, even if the victim is ashamed.

I'll give this one a few more chapters to see if it gets dealt with properly. If Kirigaya and Nanao aren't walked off-panel in handcuffs by the police, then I can't even pretend to like this manga anymore.
