It's because they mostly use a pre-made website template, not every website has enough resources to customize their website for better visual appeal, especially when the content on the site wouldn't even get them enough money to maintain it, plus many sites try to imitate the successful websites and they especially don't want to take so much risk while knowing that Naver/Kakao can DMCA them anytime.

@Robinisback so basically there is some free popular template that everyone uses? I mean, I kinda get it, just weird that there are so many websites that never tried to do any basic improvements. Even fixing "search" functionality to do multiple select tag search would put one above rest (ignoring the content that is usually stolen from translator team's website).

It would do wonders if they did try to improve but you've got to remember that these websites make money through ads and not users' loyalty. As long there is traffic on their site, they won't see the need to improve and as I already said these sites also operates in grey area, they can pop up and then disappear quickly, so for the people who maintain the site, it might feel like the investment is not worth it, so for the sites like these, content is the first priority than the user's better experience on browsing through the site.
