Very much so. I just started reading it today and it was the romance and plot that really sucked me in more than just the cuteness. It's all blended together perfectly, fitting for a manga all about making mixed drinks for ogre girls.

I don't know what the person you quoted thought, but the opening sequence gave me 3D sickness and I had to give up on watching it. Not what you'd expect from an anime based on a cute and fluffy manga. The art style wasn't all that great either from what I saw, which wasn't a whole lot.

And tossing in that the second and third year couples get to keep their likes from last year at the last minute. That's a hell of a handicap and leaves you thinking there's no way either of the two main couples can possibly win. Also, doesn't the winning couple become student council president...
