Why the hell does the spirit punish innocent people and leave the actual criminals alone?!

I don't get this world. The Spirit is supposed to punish people who do wrong, but so far the only punishments it's performed have been to people who are only tangentially related to the wrongdoing, while the ones actually committing it get off completely untouched.

How the hell has this idiot not been punished by the spirits, when the lord of a minor town was killed just for attempting to follow this guy's plan, and an innocent girl was transformed into a skeleton and unable to speak just for being a bystander to someone else's crime?
