@009purple He can only get one skill per person and he has a limited number of skill slots. He currently only has 5 skill slots, three of which are taken up by "permanent" skills that he's probably never getting rid of (his skill copying skill, his returner skill, and the sword emperor skill)...

Also, he probably straight up doesn't want to kill innocent people who did and will do nothing particularly evil. He's just not that kind of person.

The term doctor is used for anyone with doctoral training (which includes PhD, EdD, MD, among others in the USA). This is why people tend to use the term "physician" to refer to medical doctors at some academic medical centers where there may be a lot of PhDs as well as MDs.
