"Popular new" doesn't necessarily mean "impressive." Lots of people read stories worse than this, propelling them to a higher status. Compared to some, this isn't as bad as some recent trope-y Fantasy Manga. It's just poorly translated, especially this chapter.

In the grand scheme it's progress in that it gives the reader a slightly better handle on how he sees her. He's probably not thinking romantically about her, but he is thinking of her as someone he can spend time with. Time + proximity = feelings(sometimes)

I've seen weirder things happen. Considering each chapter is like 4 pages, it's almost on pace for an actual rival introduction compared to any other romcom Manga, not that I think they would.
