In Japan there is the cultural/social pressure to mind your own business and also not make a scene and bother other people. Unfortunately that means that it can be difficult for a Japanese woman to feel like they are able to take action in this situation.

These snakes don't need fangs. They don't need to hunt and don't need to defend themselves from predators. However, they do have minds of their own, and may strike at other people or even the gorgon herself, if they get agitated. So it's not a bad idea to defang them.
