@Babydel Nope, "laying a puzzle" is correct in this case, since it's a puzzle that is laid out on a table like a jigsaw puzzle. Other types of puzzles, such as those with interlocking rings etc., are solved. It could be correct to say that she is playing with a puzzle, though.
