Also his plan really hinged on being lucky that Nova was already a gardener. In the end it's not Iruma that chose Nova as a king, but the many-ears, and that may run counter to the "Rule in my name" thing, as far as Mephisto's concerned. His loyalties lie with his clan, not with Iruma himself...
