IMO there is not a need for a reason to kill anyone at any point. It is just something one does and try to justify later. Depends on what you think of as "evil" I guess. "Evil" could be the person or the action, someone like Abel is killing others with no malice involved so he wouldn't be "evil"...

This is one of the stupidiest things that is ever constant in this kind of setting: Forbidden magic. Yeah, let's have people risking their lifes to fight monsters that could destroy cities but at the same time let's limit their capacity and make it illegal to even learn about powerfull spells...
