Completed is based on if the original is completed or not. Whether or not any translation has translated the whole of it is irrelevant to that. Also, you can set statuses like that. For example, "Reading" can mark ones where you actively read it, but the translation isn't complete.

While the specifics of this wasn't there in the translation for al the reasons you gave, this distinction is readable from context, especially that she was distinguishing between someone like Yage and someone like Maria when saying "monster". It is helpful to know all this, tho.
