@Kazuraki it's still very much a thing in the West, too. It never stopped. Plus physical punishment isn't exactly the only way to be cruel to a child. I'm from North Caucasus. I'm of Kabardin ethnicity. Caucasus is a hodge podge of conservative tradition and secularity.
