You're right, but given that in the manga they're talking about the social and cultural expectations and pressures that come along with sex, I think we can safely assume that the manga is conflating the two. Which isn't unusual in manga, to say the least.

At least Uda hasn't confessed and is just nursing the crush with the expectation that it won't go anywhere, rather than relentlessly overstepping boundaries like Riri is. Uda would probably be better off without Riri, honestly, if Riri thinks her behavior is okay.

I don't think it's grooming based on the info we have, but a relationship between a teacher and a student is still bad, obviously. Nurse should have turned her down. And no, it won't call it out. Manga very rarely call out teacher-student relationships as being explicitly bad.
