It is exactly as the panda said. Check the title page, if it doesn't have the unavailable chapters checkbox then either the uploader themselves took down the chapter or the chapter/group was breaking the rules
"Staff" is just a role used to denote any staff member. All admins, mods, and devs have this role. This is where the distinctions between roles begin. But for the most part, "Super Moderator" means I moderate both the forums and the main site.
