Kind of weird he had the 30k to buy a skill since he wouldn’t get that amount until after a year, but it looks like max 3 months passed. Going to assume you can get moderate xp from everything and he had a small stockpile predating the skill ceremony.

Kind of. It's that he was hit with an attack he didn't know or prepare for, not with the attack being electrical. Other guy also implied that was his best (and he's supposed to be comparable to Kage who was only good at running away) so it does just show MC is still OP.
