I think the issue is the artist, not the story. The artist decided to make it super obvious for the reader, but in the story, it is supposed to be hard to notice.

And of course she cant actually do shit. Im starting to think that her character arc isnt her getting stronger, it is her coming to terms with and accepting the fact that she is a useless damsel in distress who comes to love the protagonist who always rescues her.
