Because she didn't reveal it. Smart manga authors either start with a dragon form or reveal it soon after introducing a dragon character if such a character appears as a human. There are 9 chapters so far (2 are not translated) and she did not transform.

Dragons have a distinct design set, and just placing dragon traits without revealing a dragon form means she is an imposter.
