I think that guy is just jealousy manifested as anger. I think he is envious of Sahoon's popularity and socioeconomic position. Sahoon is the guy people are always talking about so that irritates him and then he acts petty by trying to drag Sahoon or the people around him down.

This is such a nice character milestone. Her first life was spent just reacting and acting on emotions. On her second life, she became focused solely on manipulation and gain. Now she's finding herself caring for others. It's a step to actually living rather than just surviving.
