This chapter feels weird. It reads like she actually dislikes him and is intentionally trying to ruin his current living situation and will just get rid of him once that happens. I assume that this isn't actually the case and that everything that happened in Chapter 2 can be taken at face value...

It's definitely a nuanced consideration subject to the beliefs of the observer. He sees the bully and the current girl as two distinct people, so, from his perspective, he can't and won't ever forgive the bully, but the current girl has done nothing that warrants his forgiveness, and it's easier...

He explicitly didn't - and can't - forgive her. Instead, he realized that she had changed so much that the person that bullied him basically didn't exist anymore, and that what he was doing to the new her was also bullying, so he resolved to simply move on and try to get along with the new her...
