I think the implication is that the art we see is not what he and the rest see. They probably made her really stacked even when, in-universe, it is bound by magical cloth just because the manga's sales would crater if they made it consistent with the dialogue.

Cloth hiding huge breasts is an old manga/anime trope, but it never fails to get my eyes rolling all the time because there is so much a bound big chest can hide before it: A) Becomes incredibly painful for the person doing it B) There is only so much chest that can be held back by cloth...

This is one of those series where it could have gone off the rails and become really dirty, but it is surprisingly wholesome.
