While you're not entirely wrong, she "helped" create the country 500 years ago, and mostly since then she's kept to herself in the forest rarely showing her face, that's why there's only fairy tales about her, because she's practically myth at this point. She's reluctant to go to town because...

Good catch! The real arrow pointing to Kettner for that speech bubble is so tiny I didn't even see it and it made me confused when translating so I changed "her" to "me", I'll fix it after work, thanks for pointing it out!
