The reasoning for that is because Manga-Dex (supposedly/hopefully) does not allow uploads of officially licensed series (OL) unless done by the publisher directly. This keeps copyright bots from taking the chapters and Manga-Dex down. (Obviously, this is disputable when unofficial translations...
