Cut slicks are a thing even today. I recall that there was a discussion about them during this year's Nurburgring 24 hours; how they're regular slick tyres, but with channels cut into them. Apparently they lie between inters & full slicks in terms of performance.

Based on R18 artwork published by the author, I think that Dr. Hayama is the author self inserting themselves as a parody into this manga (however, the doctor thing may not be a joke).
