Okay... let's say an alien race comes to Earth and begins destroying a few cities, say Los Angeles, Leningrad, Winnipeg, Berlin, etc. Now in comparison to a population of over 7 billion, the population of a few cities is small potatoes. Say they blow up the city where your family lived. Then they demand the planet's surrender as they have no reason to suspect that the Earth has anything to fight back with. And it's the aliens' moral principles in the galaxy they live in. You sure you don't want to call them evil? The Earth has done nothing to them and the aliens are the aggressors. No different as to what the Palpardian Empire is doing with Fenn and the other underdeveloped nations. Did they ask to be forced under their rule? No. Fenn knew they didn't stand a chance and they still resisted.

@Greatninja3 In my comment i wrote that the country they are visiting is simlar to japan, and then the enemy has western looking people/uniforms/ships so i was wondering if the author was making a reference to a specific event in japanese history, instead of just using the term gunboat diplomacy in a general context

@optiso the term gunboat diplomacy is more specific and first used to describe naval intimidation during western imperialism in the 1800s. you can say that your opinion is the author is not making a reference to a specific event in japanese history, and give your reasons why, but you can't say that the possibility is absolutely wrong without asking the author himself.

Well if the leaders didn't think that the aliens had the ability to wipe out cities then a demonstration of their power would go a long way in pacifying the population, especially if they declared they were going to destroy those cities ahead of time.
As far as being evil, they would be as evil as someone eating a hamburger who thinks eating meat is ok. If you think eating meat is murder, then ya they would be evil.

The Fenn are defining the Palpardian Empire rule and were about to suffer the consequences for their defiance. Might makes right, and the Palpardian Empire as the major power in the 3rd civilization area sets the rules. You could even make the cast that the sword king is evil for defying Palpardian Empire and getting many of his citizens killed for the ruler's pride.
Of course the presentence of Japan totally winds up upsetting this power dynamic.

actually, I don't mention anything about a tugboat since it doesn't appear in their fleet. my thought is the bigger one tug the smaller one, just as simple as that. but you say that the harbor isn't deep enough, so it's impossible then. thanks for letting me know 😄. also, if my memory doesn't fail me, I think i read it somewhere that the largest US army tugboat can pull any vessel in the army inventory, so the japanese should have something similar to do that job.

The fact is, the JMSDF didn't have that kind of tugboat with them at the time, and it would take way too long for them to send one over from Japan before the Parpaldian fleet arrived, so there's that.
