How did he submit the manga if he was unable to interact with his mom in any way, like for example writing shit on a piece of paper and leaving it on a counter?

Judging from the commentary over the publication montage, the nature of Anno-sensei's Negator power is that "Kuno Akira" doesn't exist, and while that extends to personal interactions to such a degree that their editors have only ever experienced phone calls with them as dead air, something as disconnected as a manga submission published under a pseudonym can be perceived and interacted with by people who aren't Negators.
