Its only censored up until the Beach arc (Because they're literally using the uncensored Seven Seas volume release and slap dashing some bad edits on top). Then it defaults to the same censorship as the raws (aka what Toru-scan's been using).

well, what I understand is,
first, magazine releases are censored, tankobon (comic) releases are not (edit: mostly not)
mangaplus and shonenjumpplus are Shueisha's digital magazine releases
they are censored, so those under 18 can read it
Viz, which is now under Shueisha, generally don't want to print too ecchi comics (or those with a lot of controversy inducing story)

Seven Seas is not under Shueisha, they didn't start with Jump titles, and is fine with printing such ecchi stories
also, they've only been publishing Jump titles in recent years
