But why is mole police the savior though? Why is he shot by #13? Just as a checklist for the sake of prophecy? If mole police don't have any intent to kill Kanna, why did he bring the shotgun?

Pretty sure Friend will never try to kill Kanna. As she's his own child and she was almost get abducted by Friend's cult member in 97. And they always treat her as divine.

he DID intend to kill Kanna, hence the shotgun, but Friend made him turn out to become the Saviour

it seems the new prophecies are written by Friend for himself or something? Considering Otcho didn't recognise them, and also that they're from Friend's point of view.
