Waka knows this and still tries to make just that happen. Her reason to save Himari ends there, but she still doesn't quit. So she must be motivated by something else. My guess is on envy.
The "hate" for Waka on my side is more, that I'm annoyed by her. Waka doesn't really know, what she wants, yet she tries to disrupt her Ex's relationship anyways. Either she wants him back or can't stand the idea of him having a relationship. And in the beginning she tried to break them up, by shaking poor Himari. "Hey, look at me. I'm your husbands EX-gf. I'm still in his life." That's mean!
I do respect your POV though, that Waka only has the best of interests in mind. I just can't share it.
Waka has a good point about this forced marriage thing being BS and her official reasons, to be against it, is reasonable. But is this truly her motivation? To save poor Himari and also MC from a forced relationship?She sees things in a realistic normal woman's POV. If I was Himari, being forced into a marriage with someone I don't know, not even have a ring or a wedding, not even meeting his family, I will be really angry and would raise hell with those government officials.

Yeah, I do want them to be together. Guilty. But I dearly do hope normal women would oppose such an arranged marriage. Normal men hopefully, too. In their (Himari and MC) case this arranged marriage worked more like a dating app. I'm still calling BS on the premisses of government forced marriages. This concept is highly distasteful. Those characters were "lucky" it worked, most people wouldn't be. Relationships should never be forced.You guys were blinded by the prejudgment that the MC and the heroine belong together and forgot that this is a forced marriage which normal women like me would oppose.
