Maybe I misread the previous chapters; but I could have sworn, a few chapters ago, Zuo said something about how he is close to getting to level 3. Now in the past 2 or 3 chapters he is talking about how he at the beginning of level 2.

@SilentCrucifixion I dont think so. I remember the MC states that to advance from lv 2 to lv 3 will need a year. I forgot which chapter though. Definitely after the flood.

That's probably the source of your confusion.
He got to level one, needs a meteorite to get past/to some random level (3 i think and probably past since he claimed to have never been lucky enough to have gotten meteor chunks?),got himself to two since the meteors seem to be a rough equivalent of rare candies, and is now taking his pokevitamins for EV training.
