also @criver : when starting a new organisation, you generally want people of good stature to A) be a beacon for the other people and B) to not steal from you when you also lack resources. This is expecially true in small startups in even smaller towns like this location

being a criminal does not mean you can be a soldier unfortunately and what roland needs are soldiers not killers

@criver Would you want a criminal in your army? There are so many things that can go wrong with that. They will be harder to discipline and end up causing fights. They could steal supplies and weapons. They could end up killing their own comrades for selfish reasons, etc. I am not saying to not give criminals a chance to redeem themselves but the Months of Demon is coming soon and they can't waste extra time dealing with conflicts from criminals.

This is not today's business startup, he's looking for something to substitute for a military against demonic beings to boot. Beggars can't be choosers.

Actually you probably would. The qualities that make a good law-abiding citizen are not the qualities that let you murder others easily. There are enough historical documents showing that criminals have often become war heroes.

They will be harder to discipline and end up causing fights.

You get fights in the military all the time, without having criminals - that's normal. Also harder to discipline is arguable - not everybody in prison is there due to sociopathic/psychopathic traits, thus his ability to follow orders is not non-existent.

They could steal supplies and weapons.

And do what? Die after the demonic beasts take over? The MC is paying them more than it's worth risking their position, if anything they'll be looking forward to clearing their crimes and earning extra money. Contrary to what you may believe, people are social animals and want to be accepted in their society (especially if they live in that town).

I am not saying to not give criminals a chance to redeem themselves but the Months of Demon is coming soon and they can't waste extra time dealing with conflicts from criminals.

The least of your problems are minor cases of misbehaviour when there are demonic beasts knocking at your door. You should be happy to get any and all men you can, as history has proven time and time again. But don't worry, I am sure the author would pull off a deus ex machina bs to resolve the situation.

If I remember correctly from the novel, the MC is just trying to build the ideal country. He wants to have a solid start so that when his power and land expand the administrators will have a reference for what to do and follow.
It happened often in the novel too, when a conflict or a problem would arise and one of the other characters would point out a very obvious solution (usually his adviser), in this case "Why not use everyone available?" and the MC would refuse because it'd set a bad example for the future.

Would it though? He certainly knows that a person may be deemed a criminal for something that's not a crime at least by the MC's standards (it's literally in the title). Thus it is not far fetched that he hires 'criminals' and 're-integrates' them in society. It just feels like a pretty big blunder on MC's part, for which the plot would most likely have to pay through some kind of unlikely 'twist'.

@criver Most of your points make a lot of sense but I'll have to disagree with a few of them. For one, someone who breaks the law would not put defending their town a priority hence they are more than willing to abandon if the situation turns dire. Remember, Longsong Stronghold is just around the corner and they will definitely happy to take in anyone who stole some supplies from Border Town. Another point is that they are against demons here not humans so a criminal and a normal citizen would make 0 difference. And lastly, consider the morale of the troops who has to work with criminals, imagine the distrust they have with working someone who stole their stuff, killed someone, etc.

History has shown that it's fairly easy for countries, that were previously enemies, to unite against a common enemy. In this case the enemy consists of something akin to Don Quixote's giants - something anybody can unite against.

Unless they get ridiculously stronger than normal after getting tainted but then the wall would be useless.
