Anyone who has been to a public school in 'murica would know there was always that one extremely lazy, extremely smart kid who never studied and got straight B's, while midwits with a lot of tolerance for doing schoolwork had a higher GPA. The smart, lazy kid would go on to be someone like Bill Gates, who drops out of college to pursue their profession because they'd never get the recognition they deserved by staying in a system that rewards hard work instead of raw talent.
The idea being that Silverfang, WDM, Pig God, Darkshine, etc don't have the time or patience to keep cracking away at monsters and objectives like someone like Sweet Mask or Mumen Rider, who would inevitably outrank them. Sweet Mask is indeed strong, but I would say he's the only one in the A-class that even remotely compares to an S-class hero.
