For the shop itself its not any better, its actually alot worse as now unsold products "costs" money.
Unless she actually sell all the fish, she is going to be loseing money.
But it alot better for the people selling the fish.
They allways get paid in full for the work they do, unlike before when they only got paid for the fish that got sold.
If this was a real life store, it would only be done to increase to variety of the stores merchandise in hope off attract a bigger customer base.
Basically selling exotic products that might be hard to find elsewhere in hope off increasing overall sale even if some products always costs more money then they earn in sales.
Store actually do this quite regularly, usually with products that have a longer shelf in chase of 101 different types of coffee, or in limited supply in chase of shorter shelf life items like fruit.
After all you rather go to one store that sells all you need instead of going to 4 different stores.
The fish she sells now however is processed unlike from before where they sold raw fish.
So now she can take extra pay for it, but she probably also have to pay someone to do the work for her so the total profit might not be much higher.
Depending on the culture and spare time of the buyer the overall sale might be abit better or worse then selling raw fish.
Now they dont have to do the work of gutting and de-boning the fish and at least in today society most would be happy to pay a bit extra for saving an hour or two of work.
This is her mindset in a nutshell, she hopes to make the store and her land as good as possible for her people, even if she dont make alot of profit from it.
As long as there is a tiny profit, it's good enough for her and she is more then happy to sacrifice profit for the benefit of her customers / subjects.
