They will legit kidnap and sell nobles/royalty and not bat an eye. The only reason they aren't treated as criminals is simply because they can bring in a lot of money to a country and fuck a country's economy over should they not do business there.
And this very case where a runaway slave can be resold to the owner is another reason slave merchants are hated.
