All the cities are independent city states? I guess there's no king ruling a country, or the king is just a king in name. Otherwise such a tyrant wouldn't likely be tolerated. Of course a king could be equally corrupt and happy to look the other way as long as taxes are paid. Somehow Azrael still keeps making enough money, even with trade disrupted. But then again, maybe Miliera just doesn't care even if the city was going bankrupt. She might even be a demon. Maybe she crawled up from the lowest level of the labyrinth.
