Rinko pays for everything in the apartment rent and utilities, that's why she keeps money short.

For you guys wondering, there was a note to "that person" Rinko mom left along with money, might be to a social worker.

Seeing how Rinko gave all the money she had to Haruno, she gave up all hope to reunite with her mom and was planning something, terrible.

Those aren't "yandare" eyes, they're "dead eyes" of a person who gave up on life, Haruno is literally only thing keeping her here, although he reassured her all this time and came to festival, one step forward but two steps back it seems...
