Honestly a cover from any media is telling a story what is going on with the content on media they are put into, maybe a plot, a message, etc....
For example like YuriHime Magazine, they made an illustration for the cover, each one of them is connecting together and form a story, either the story is expressed or implied the mandate.

All and all, a cover is just a plot of a story, depending on the context in it and how the artist want to tell us.
