It is worse then you think this guy is headed for execution.

Erin remembered the last inspector(s) because they brought paperwork. Well the first thing those inspectors would do is get her signature (seeing Erin is literate) and/or seal, and if she refused close down the shop immediately on the basis that she knows her shop is in such a bad shape she can't even allow an inspection.
This guy didn't do that. That means he has to forge her signature and/or seal for the report he is going to write.
Erin is still at least a marchioness/marquise with all that implies (based on the assumption she was not allowed to retain the title of duchess). Including forging their signature & seal being a capital offense (side effect of the power that that signature or seal has as a noble directly working under the ruler or his/her close family members).
Yes it still needs to be found out and the backing of the the wife-to-be of the guy who is expected to inherit the throne would normally be enough of a shield that people won't dig too deep. Which is why it is really unfortunate for the guy that the people backing Erin in this happen to include the guy who is expected to inherit the throne (not voluntarily though but he'd rather not alienate the guy on the throne even more by letting this farce continue), the other guy who could inherit the throne and the guy on the throne.
